You can easily go ahead and block the file it self so it is no allowed to be run by anyone or everyone based on the rules. You do this through group policy. Here is a short tutorial: -specific-programs-in-windows-7/
I left my laptop on while I was out for about an hour because I was in the middle of something. Came back and I had an alert by my antivirus (Kaspersky), that I had a Trojan (Script). It had the option to remove the threat, and I had clicked to remove it, but it didn't work. So I attempted to shut down my PC but it was not allowing me to shut down when clicking to shut down.
I opened the system tray in the bottom right to see if I could open my antivirus again and noticed that the windows security icon was red, and when I went to click on it, got an error message. I don't remember exactly what it said, but it was along the lines of "you may not have permission to open this". I also attempted to open some photos but nothing would open.
So I force shut down my laptop by holding the power button, and when I turned it back on I had the same issue, Kaspersky popped up straight away, nothing was working again, but this time the threat removal worked. Kaspersky then did some system repair process to revert anything it thought the virus/malware may have damaged.
I restarted the PC and everything seemed normal. Ran another virus scan, and luckily, no threats. I also then downloaded Malwarebytes and got the free trial and scanned, no threats detected there either.
I then investigated where I may have gotten this virus or malware from, as I am very careful with the websites I visit, and programs I download. I had not remembered downloading a program for a very long time so something seemed off. I checked the quarantine centre in Kaspersky and opened where the file was located. It was located in a Google Chrome extension folder. The file had obviously been removed but the folder it was in was still accessible. I had not downloaded an extension for a long time. The only ones I had were an Adblocker, the same one I have used for years, and Kaspersky Protection extension for Chrome.
I went and opened extensions on Chrome, and to my suprise there was a new one, that I have never used before or seen. It was also disabled. The extension was 'UltraSurf Security, Privacy & Unblock VPN'. I do not remember ever installing this. I deleted the extension, and sure enough, the folder the threat was located in was gone.
Commonly, corrupt or missing ultrasurf u1204.exe files cause these EXE executable errors on Third-Party Application software launch. A large percentage of these file issues can be resolved with downloading and installing the latest version of your EXE file. After the problem file is replaced, running a registry scan can help clean up any invalid ultrasurf u1204.exe, file extension, or other file path references which could have been affected from a previous malware infection.
Placing the newly-downloaded ultrasurf u1204.exe file in the right directory (where the original file resides) will most likely resolve the issue, but you should test to make sure. Test the outcome of your replaced file by opening Third-Party Application and seeing if the error message is still being triggered.
These EXE error messages can appear during program installation, while a ultrasurf u1204.exe-related software program (eg. Third-Party Application) is running, during Windows startup or shutdown, or even during the installation of the Windows operating system. It's important to note when ultrasurf u1204.exe issues happen, as it helps troubleshoot Third-Party Application problems (and report to Windows Software Developer).

Android is an operating system based on a modified version of the Linux kernel and other open-source software, designed primarily for touchscreen-based mobile devices such as smartphones and tablet computers. Android has historically been developed by a consortium of developers known as the Open Handset Alliance, but its most widely used version is primarily developed by Google. First released in 2008, Android is the world's most widely used operating system; it is the most used operating system for smartphones, and also most used for tablets;[4] the latest version, released on June 10, 2025, is Android 16.
Software packages on Android, which use the APK format, are generally distributed through a proprietary application store; non-Google platforms include vendor-specific Amazon Appstore, Samsung Galaxy Store, Huawei AppGallery, and third-party companies Aptoide, Cafe Bazaar, GetJar or open source F-Droid. Since 2011 Android has been the most used operating system worldwide on smartphones. It has the largest installed base of any operating system in the world[11] with over three billion monthly active users[a] and accounting for 46% of the global operating system market.[b][12]
Android Inc. was founded in Palo Alto, California, in October 2003 by Andy Rubin and Chris White, with Rich Miner and Nick Sears[13][14] joining later. Rubin had previously been the creator of the T-Mobile Sidekick under his previous company Danger, Inc.[15][16] Rubin and White started out to build an operating system for digital cameras viz FotoFrame. The company name was changed to Android as Rubin already owned the domain name android.com. After having built a prototype internally known as the "Fadden demo" predominantly by purchasing licensing agreements for most of the software components built around a custom JavaScript front-end, the company failed to convince investors, and so in April 2004 they pivoted to building an operating system for phones at the suggestion of Nick Sears,[17][18] as a rival to Symbian and Microsoft Windows Mobile.[19] Rubin pitched the Android project as having "tremendous potential in developing smarter mobile devices that are more aware of its owner's location and preferences".[14] Due to difficulty attracting investors early on, Android faced potential eviction from its office space. Steve Perlman, a close friend of Rubin, brought him $10,000 in cash in an envelope, and shortly thereafter wired an undisclosed amount as seed funding. Perlman refused a stake in the company, and has stated "I did it because I believed in the thing, and I wanted to help Andy."[20][21]
In 2005, Rubin tried to negotiate deals with Samsung[22] and HTC.[23] Shortly afterwards, Google acquired the company in July of that year for at least $50 million;[14][24] this was Google's "best deal ever" according to Google's then-vice president of corporate development, David Lawee, in 2010.[22] Android's key employees, including Rubin, Miner, Sears, and White, joined Google as part of the acquisition.[14] Not much was known about the secretive Android Inc. at the time, with the company having provided few details other than that it was making software for mobile phones.[14] At Google, the team led by Rubin developed a mobile device platform powered by the Linux kernel. Google marketed the platform to handset makers and carriers on the promise of providing a flexible, upgradeable system.[25] Google had "lined up a series of hardware components and software partners and signaled to carriers that it was open to various degrees of cooperation".[attribution needed][26]
Speculation about Google's intention to enter the mobile communications market continued to build through December 2006.[27] An early prototype had a close resemblance to a BlackBerry phone, with no touchscreen and a physical QWERTY keyboard, but the arrival of Apple's 2007 iPhone meant that Android "had to go back to the drawing board".[28][29] Google later changed its Android specification
